Abstract

Compulsory corporate social responsibility requires mineral-right holders to contribute to community development. It leaves a harder question: how far does that obligation extend? This article examines the permissible content, financial burden, beneficiaries, and duration of mining CSR in Tanzania Mainland. It combines doctrinal and documentary analysis with qualitative interviews conducted in 2026. Distributive justice and stakeholder theory inform the inquiry; proportionality and additionality provide the principal tests. The analysis identifies uncertainty over cumulative financial demands, expenditure that overlaps with existing duties, geographical allocation, and commitments extending beyond production. It argues for additional community benefits proportionate to the operation and the holder’s demonstrated capacity, without allowing financial assessment to displace independent legal entitlements. Compensation, mandatory environmental and employment expenditure, taxation and binding local content commitments require separate treatment. Community facilities should have defined delivery and support obligations, while public authorities retain their statutory responsibilities. Selected South African research and Western Australian closure guidance illustrate how handover and completion can be defined without importing foreign rules wholesale. The article proposes substantive boundaries that protect community benefits and give compulsory CSR an ascertainable scope and endpoint.
