RECLAIMING THE RIVERFRONT: A CITIZEN-CENTRIC, DECENTRALIZED PROPOSAL FOR POLLUTION MITIGATION IN THE MULA-MUTHA RIVER SYSTEM

Abstract

Pune’s Mula-Mutha river system is facing an environmental crisis, driven by aggressive urban growth, millions of liters of untreated municipal sewage, and continuous industrial discharge. Grounded in the statutory duties outlined in Articles 48A and 51A(g) of the Constitution alongside the Water Act of 1974, this paper assesses the real-world condition of the river basin. Drawing on direct field visits across heavily impacted urban stretches—such as Vitthalwadi, Bund Garden, and open stormwater nullahs in Viman Nagar—this study highlights the gaps in local administrative oversight. To tackle this, the paper presents a citizen-centered, decentralized action plan that combines ward-level wastewater treatment, biological filtration, and active community monitoring. Ultimately, it offers a practical, community-driven roadmap for reviving polluted urban waterways across Indian cities.
